Overview
The Food Safety and Standards Authority of India (FSSAI) requires all food business operators to obtain either a registration or a licence depending on the nature and scale of their food-related activities. This includes manufacturers, processors, distributors, transporters, retailers, restaurants, cloud kitchens and online food businesses.
Categories
- Basic Registration: For petty food businesses with annual turnover up to Rs 12 lakhs
- State Licence: For medium-sized food businesses with annual turnover between Rs 12 lakhs and Rs 20 crores
- Central Licence: For large manufacturers, importers and businesses operating in multiple states with turnover above Rs 20 crores
Documents Generally Required
- Identity proof (PAN, Aadhaar) of the proprietor/partners/directors
- Passport-size photograph
- Business entity proof (incorporation certificate, partnership deed, etc.)
- Address proof of the food business premises
- Food safety management plan (for licences)
- List of food products
- NOC from the municipality/local body (if applicable)

- Prepare the required documents and food safety plan
- Submit application on the FoSCoS portal
- Inspection (for licences — may be conducted by the food safety officer)
